Online Publications Policy
Revised February 2009
As more state agency publications are being posted to
agency web sites and some stop being produced in print format, new strategies are needed to ensure that important information remains available for future generations. This Policy is intended to assist agencies in partnering with the Nebraska Library Commission' s Publications Clearinghouse Service to keep their online information accessible to the public for years to come.
Publications published both in print and electronically
Agencies should continue to
send 3 print copies to the Clearinghouse, in accordance with the Publications
Clearinghouse Statute (Neb. Rev. Stat. 51-411 to 418) along with the url of the electronic version. The
online publication will be linked from the Electronic State Documents web site.
Electronic files may be requested from the agency or captured by the Clearinghouse for archiving on the State Publications Online site. If the publication is not online, or the online version is not in a printable format (PDF,DOC, RTF) please send 4 copies.
Electronic-only publications
Publications that are not modified continuously (e.g.
annual reports, studies).
Agencies should notify the Clearinghouse that print copies are no longer being produced and
send the URL with three print copies (one for the NLC collection, one to be forwarded to the State Historical Society, and one for the Library of Congress). Electronic files may be requested from
the agency or captured by the Clearinghouse for archiving on the State Publications Online site.
Publications that are continuously updated
online (e.g. directories, handbooks).
Agencies should notify the Clearinghouse that print copies are no longer being produced and
send the URL. Clearinghouse staff will determine whether a printout is also needed and request one if necessary. Criteria for deciding will include availability of the information in other publications and difficulty of printing the site (e.g. publications that are formatted for web viewing and have many imbedded links would be hard to put in context in a printout).
Online-only newsletters
Agencies should notify the
Clearinghouse that print copies are no longer being produced,
send the URL with three print copies (two for the NLC
collection, one to be forwarded to the State Historical Society).
Printouts are not needed for newsletters containing many imbedded links
that would make them hard to read in print format.
